Tivat Property Market: An Investor's Guide Beyond the Marina

2026-10-24 • InvestMontenegro

Tivat used to be the quiet town between the airport and the naval shipyard. The conversion of that shipyard into Porto Montenegro turned it into the most international address on the Montenegrin coast, and the effect has spread well beyond the marina gates. For an investor, Tivat is now a market with several distinct areas at different price points, a long season anchored by yachting rather than beaches, and the only airport on the coast ten minutes from the waterfront. This guide takes each area in turn and explains what it offers.

How did the marina and the airport shape Tivat?

Two pieces of infrastructure explain the town. Porto Montenegro brought a superyacht marina, a residential village, a five-star hotel, international schools and a year-round community of owners, crew and service businesses. The season in Tivat starts with the first yachts in spring and runs into the autumn regattas, longer than the beach season in Budva. Tivat airport, with direct flights to a growing list of European cities, means an owner can be in their apartment within half an hour of landing, which matters for weekend use and for short-term rental demand.

The combination created a buyer profile unlike the rest of the coast: Northern and Western Europeans, Gulf investors and yachting families who compare Tivat with Mediterranean marinas rather than with Budva. The premium segment is described in the comparison of Porto Montenegro and Luštica Bay; this guide covers the rest of the town.

What does the town centre offer?

The centre of Tivat, between the marina and the main road, has the town’s shops, restaurants, the promenade and a stock of apartments ranging from older blocks to new mid-rise developments. Prices are a step below the marina’s residences and a step above comparable Bar stock, and the rental market has two layers: short-term guests who want to walk to the marina, and long-term tenants working in the marina economy who need housing for the whole season or the whole year.

The centre suits an investor who wants exposure to the Porto Montenegro effect without the marina price, with the strongest liquidity in the town because the buyer pool is widest. New developments along the waterfront towards Seljanovo have been the most active segment in recent years.

Why do buyers look at Donja Lastva and Seljanovo?

West of the marina, Donja Lastva is a village of stone houses and new villas on the slope above the sea, with a small harbour and a view across the bay to Kotor’s mountains. It attracts buyers who want character and proximity to the marina on a quieter street, and the stock is a mix of renovated stone, new build villas and a few apartment projects. Seljanovo, between the centre and Donja Lastva, is the mid-market transition zone with newer apartment blocks and the best value for a walk-to-marina location.

Both areas benefit from the marina’s infrastructure without carrying its price, and both have planning constraints that limit new supply, which supports values. Buyers of older stone properties should read the guide to renovating stone houses in the Bay of Kotor, because the same rules apply on Tivat’s side of the bay.

What is happening across the water in Krašići and on the Luštica side?

The southern shore of Tivat bay, from Krašići along to the Luštica peninsula, faces north towards Tivat and Porto Montenegro and has become the villa market of choice for buyers who want a private waterfront with the marina in view. Krašići has a long frontage of houses and plots with direct sea access, a short drive to the airport around the bay, and prices that reflect the view and the privacy. Further along, the Luštica side offers larger plots, olive groves and the resort development at Luštica Bay with its own marina and golf project.

This is land and villa territory rather than apartments, and the planning questions are central: access, the coastal strip, water and sewage connections and the detailed plan for each parcel. The guide to zoning plans and building permits explains what to check, and the Luštica Peninsula region page describes the wider area.

How does the rental market behave in Tivat?

Tivat’s rental demand has three sources with different calendars. Short-term guests come for the marina, the beaches of Luštica and the island of Sveti Marko, and for the regattas and events, from spring to autumn. Yacht crew and marina staff rent for the season or year-round, often as groups, and pay reliably. International families connected to the marina, the schools and the airport rent long-term and want quality apartments and villas with parking.

The result is a longer letting season and a stronger long-term market than Budva, with lower peak nightly rates than the Budva beachfront. The method for comparing net yield across towns is set out in the guide to rental yield in Budva, Bar and Kotor, and it applies to Tivat without change.

What should an investor check before buying in Tivat?

Beyond the title and planning checks that apply everywhere, Tivat has specific points. Parts of the town near the airport are affected by aircraft noise and height restrictions, which the detailed plans reflect. Some older buildings in the centre and Donja Lastva are unlegalised. The marina residences carry service charges and rental programmes with their own rules. And supply in the centre has grown quickly, so the quality of the building and the developer’s record matter more than in a market with fixed supply like Kotor.

Which Tivat area fits which investor?

The marina for the buyer who wants the brand, the services and the yachting community and accepts the premium. The centre and Seljanovo for the investor who wants liquidity, a long rental season and a price a step below the marina. Donja Lastva for character and a quieter street with the marina in view. Krašići and Luštica for a private villa or a development plot with the bay as the backdrop. Our advisors cover all of them as part of the real estate service, and we will send you current listings and realistic rental figures for the area that fits your plan.
