Montenegro’s Euro-denominated economy, progressive corporate tax (9-15%), and strategic European location make it an appealing base for online retail, dropshipping, and digital product ventures.
Legal Structure for E-Commerce
To operate an e-commerce business legally in Montenegro, you must incorporate a local business entity:
- Limited Liability Company (D.O.O.): The most common corporate structure. It requires €1 minimum share capital and takes 5-7 business days to register.
- Licensing Requirements: E-commerce activities must be registered with the Ministry of Economic Development and Tourism, confirming compliance with consumer protection and e-commerce laws.

- Local Bank Gateways: Banks like CKB and Hipotekarna offer direct e-commerce payment integrations for Visa and Mastercard, depositing funds directly into your Montenegrin corporate account.
- Stripe or PayPal via Subsidiary: Many founders establish a subsidiary or use international payment processors that support Montenegrin entities, allowing global credit card processing.
