Montenegro’s economic model relies heavily on Foreign Direct Investment (FDI), which consistently ranks among the highest in Europe relative to GDP.   • Premium Land Values: Foreign demand for prime seafront land has driven coastal land prices up. Consequently, average property prices in the Kotor Bay and Tivat regions have risen by 12% to 18% annually over the last decade.
  • Economic Spillover: The influx of wealthy foreign residents has boosted local service economies, driving demand for commercial properties, offices, and high-end rental apartments.
